SUPPLEMENTAL ORDER OF
NOTICE FOR 2019 PLAN UPDATE

On September 14, 2018, the New Hampshire electric and gas Utilities, Liberty Utilities (Granite State Electric) Corp. d/b/a Liberty Utilities, New Hampshire Electric Cooperative, Inc., Public Service Company of New Hampshire d/b/a Eversource Energy, and Unitil Energy Systems, Inc. (collectively, the Electric Utilities); together with Liberty Utilities (EnergyNorth Natural Gas) Corp. d/b/a Liberty Utilities and Northern Utilities, Inc. (collectively, the Gas Utilities) filed a 2019 Update to the 2018-2020 Statewide Energy Efficiency Plan, which includes energy efficiency programs and related rates, for approval by the Commission. The Commission approved the 2018-2020 Statewide Energy Efficiency Plan in Order No. 26,095, dated January 2, 2018. The 2019 Plan Update filing and subsequent docket filings, other than any information for which confidential treatment is requested of or granted by the Commission, will be posted to the Commission‘s website at http://www.puc.nh.gov/Regulatory/Dock/2017/17-136.html.
Funding for the electric energy efficiency programs contained in the 2019 Plan Update is provided through a portion of the System Benefits Charge (SBC) paid by the Electric Utilities‘ customers and is supplemented by funds available through the Independent System Operator-New England‘s Forward Capacity Market and the Regional Greenhouse Gas Initiative. Funding for the natural gas energy efficiency programs proposed in the 2019 Plan Update is provided through a portion of the Local Distribution Adjustment Clause (LDAC) paid by Liberty Utilities‘ gas customers and a portion of the Local Delivery Adjustment Charge (LDAC) paid by Northern Utilities‘ customers. Any unspent funds from prior program years for both the Electric Utilities and Gas Utilities are carried forward to the following year‘s budget, including interest. The energy efficiency programs proposed in the 2019 Plan Update are designed to be consistently available to eligible customers across New Hampshire, subject to available budgets.
The Electric Utilities and Gas Utilities seek approval of the 2019 Plan Update in accordance with the Settlement Agreement approved by the Commission in Order No. 25,932 (August 2, 2016), wherein the Commission approved the implementation of an Energy Efficiency Resource Standard (EERS) beginning in 2018, subject to Commission approval of the specific programs proposed to meet this standard. Consistent with the EERS Settlement Agreement, the Electric Utilities propose changes to the SBC, for effect January 1, 2019, to recover the cost of the 2019 energy efficiency programs contained in the 2019 Plan Update, performance incentives and lost base revenues. The Gas Utilities seek recovery of the 2019 program costs, performance incentives and lost base revenues though the LDACs, which are proposed for effect November 1, 2018, and are currently under review by the Commission in each gas utilities‘ Cost of Gas proceeding.

¶ The City of Manchester, New Hampshire, Department of Aviation (hereinafter called the Airport) is seeking bids from QUALIFIED COMPANIES with proven track records of success installing replacement sealants between exterior panels on multi-story buildings. Work will include the removal of approximately 25,000LF of exterior gaskets between the aluminum panels installed as part of the originial terminal, constructed in 1993, and replacement with a wet sealant system. A limited number of panels may require replacement. The company selected as a result of this procurement must be highly qualified and well experienced in this type of effort. The scope of the work will include all labor, materials, insurance, installation, equipment, overhead, profit and all other costs necessary to complete the work included in this bid. Work will take place in various secure locations outside of an active terminal building. Security clearances and badging of employees will be required.
¶ A mandatory Pre-Bid meeting will be held at the third floor Administration Office in the airline terminal building, 1 Airport Road, Suite 300, Manchester, NH 03103, on September 26, 2018, at 11:00AM at which time a site visit will be made available.
¶ Companies will be required
to submit pre-qualification information with their bids. The Airport will review submitted pre-qualifications and only accept bids from those companies deemed qualified. Bid documents and Pre-Qualification forms are available on-line September 24, 2018, at www.flymanchester.com under ”Doing Business with MHT“.
¶ Each bidder must deposit with his/her bid, security in the amount of 5% of the total bid. A 100% performance and payment bond will be required with the contract.
¶ Bids are due at the Manchester-Boston Regional Airport, third floor Administration Office in the terminal building October 2,
2018, at 1:00 PM and will be publicly opened and read aloud at that time. The Airport intends to award a contract to lowest responsive qualified bidder. The Airport reserves the right to waive any informality in the bidding or to reject any or all bids.
¶ The project is expected to begin October 8, 2018, or as soon as possible thereafter and be completed this year.
